The North Central Regional Chapter (NCRC) of the International Association of Auto Theft Investigators (IAATI) was formed in 1972 when then Illinois State Police Captain Clyde Oliver, who was also IAATI's secretary, petitioned for recognition as a regional chapter.

Today our members come from local state and federal law enforcement as well as insurance companies and related fields with the common goal to suppress vehicle theft and related crimes. The NCRC officers, executive board and various committee members are all elected from the general membership and are professionals from all aspects of the auto theft investigative field.

Chasing The Connected Vehicle

Today’s modern cars are connected via cellular modems embedded in vehicles. These modern vehicles are constantly registering with nearby cellular towers, providing an array of information. The communication is occurring even when the vehicle is parked and unattended for long periods of time, no different than your victim or suspect’s personal mobile device sitting on their nightstand or at the scene of an incident that you are investigating.

Learn how to reach and use important evidence. (This is new and different technology from BERLA) This training will help the law enforcement identify a connected vehicle, secure the data using legal processes and determine the best way to present results in court.

Sergeant Schlosser will be discussing Vehicle Finance Fraud with his training called “How to Steal a Vehicle with a Pen” and explain how this is not a civil matter. This training discussed the three primary ways it occurs: Document Fraud, Identity Theft, and Synthetic Identity. Sergeant Schlosser will explain the “Artificial Paydown” scheme and explain why it is a growing concern for the dealership/finance industry. He will describe the unique Vehicle Fraud Initiative implemented by the Houston Police Department to combat vehicle fraud with Dealer Alerts, Dealer Training, and Rapid Response to Fraud-in-Progress. During the discussion, he will help with suggestions how to implement a similar program in both large and small communities.

A vehicle is stolen every 32 seconds in the US according to the National Highway Transportation Safety Administration. Our tools help agencies gain insight into these crimes by utilizing nationwide agency contributed data to develop patterns, identify anomalies and combine our unique content to law enforcement data to for a full picture. Combining these data points with geolocation data to develop leads, identify networks and ultimately disrupt criminal organizations to minimize auto theft.
