Darren Schlosser

Sergeant Darren Schlosser has been in law enforcement for nearly 27 years and currently supervises the Houston Police Department – Auto Theft Division – Vehicle Fraud Unit. Their focus is primarily criminal investigations involving suspects who use fraudulent identifications to purchase vehicles at dealerships. Sergeant Schlosser has created a partnership with Greater Houston area dealerships to enhance the relationship between law enforcement and dealerships to combat vehicle finance fraud. Sergeant Schlosser has created vehicle finance fraud training that has been presented to over 4,500 dealership industry employees. Sergeant Schlosser has also created a curriculum for training law enforcement and has been asked to present this unique program of collaboration with the dealership industry in the major cities across Texas. His program focuses on dealership personnel training, Dealer Alert bulletins, and rapid response to Fraud-in-Progress situations when criminals are actively inside a dealership presenting fraudulent ID’s while attempting to purchase vehicles. This program has resulted in 175 incidents where suspects have been arrested during the Fraud-in-Progress attempt preventing over $9.5 million dollars in fraudulent purchases.
Sergeant Schlosser has recently been appointed by Texas Governor Greg Abbott to be a Board Member on the Texas Department of Motor Vehicles as the law enforcement representative.

Kipp Loving

Kipp Loving retired after 31 years of law enforcement for three California agencies. He also worked as a Criminal Investigator for the Stanislaus County District Attorney’s Office. He has held many assignments, including Detectives, Auto Theft, SWAT, Impact Weapons Instructor, and the Training Manager position for the Sacramento Valley Hi-Tech Crimes Task Force.

For the last twelve years of his career, Detective Loving was deputized as a U.S. Marshal and assigned to the FBI Cyber Crime ICAC Task Force & Sacramento Valley Hi-Tech Crimes Task Force, assisting agents with crimes related to the abuse of children. He has worked and assisted in a number of high-profile cases involving technology. Among the most notable was the murder of California Highway Patrol Officer Earl H. Scott and the murder of Lacy Peterson and her unborn son, Conner.

Detective Loving regularly instructs for local, state, and federal law enforcement on the topics of Mobile Device Evidence, Connected Car Tracking, Surveillance Equipment, Digital License Plates, Court Presentation of Hi-Tech Evidence, Onsite Search Tools, and ID Theft. Detective Loving maintains a Hi-Tech Crime Training website (kloving.net) used by law enforcement around the world.

James Vogler

Jim is a senior fraud analyst on Ally’s Enterprise Response Team. Jim is responsible for developing and monitoring strategies to detect fraud across all Ally business lines as well as investigating large scale fraud rings.
Jim is currently the President of IAATI’s North Central Regional Chapter and Chair of the International Association of Financial Crimes Investigators Auto Finance Coalition.
Before coming to Ally Jim was a Public Safety Officer for the City of Grosse Pointe Park for 28 years and served as the Commander of the ACTION Auto Theft Task Force from 2011 to 2019.

Roger Sipple

CPL. With the Beecher Police Department 17 years currently assigned to the Illinois Statewide Auto Theft Task Force (ISATT) as a TFO for the last 4 years. I am also a member of the NCRC board.

Sherry LeVeque

Sherry LeVeque is the Manager of Public Safety Engagement and Strategy at OnStar within General Motors (GM) Global Public Policy and has nearly 30 years of public safety and emergency services experience. She has supported many key OnStar safety and security initiatives since joining GM in 2007, including: Remote Ignition Block(tm), Stolen Vehicle Slowdown®, EMD, Injury Severity Prediction (ISP) and Automatic Crash Response data integration. Currently, Sherry leads a team of public safety subject matter experts responsible for external outreach, engagement and relationship building with all facets of public safety and serves as a strategic interface and liaison between internal product development, marketing, operations, public policy, and the emergency services sector. Prior to joining GM, she spent eleven years within the Support Services & Communications division at a Michigan police department. Sherry holds degrees in Law Enforcement and Human Resources, a master's in training & Development and serves on several public safety committees including the International Association of Chiefs of Police (IACP) Vehicle Crimes Committee and the National Sheriffs Association (NSA) Industry Advisory Council.

Nancy Ann Martin

Nancy Ann Martin comes to Motorola Solutions via Vigilant Solutions after a 20-year career in Law Enforcement. During her career Nancy Ann specialized in coordinating Law Enforcement resources within Patrol, Special Events and Investigations. While on the Vigilant team Nancy Ann has worked with small and large implementations of LPR in Law Enforcement and Enterprise customers.

Randy Ricotta

Mr. Ricotta began his law enforcement career with the City Grosse Pointe Woods Michigan Department of Public Safety working as a police officer, fire fighter and emergency medical technician.
In 1985 Mr. Ricotta joined the City of Warren Police Department in Warren, Michigan in 1985 as a Patrol Officer. During his career at Warren, he worked in the Evidence Technician unit for 5 years processing crime scenes until his promotion in 1991 to Detective Corporal. While in the detective Bureau Detective Ricotta took the position of “Fatal Accident Investigator and Accident Reconstructionist” for the department and attended the Michigan State University Department of Engineering Accident Reconstruction program which he successfully completed. Mr. Ricotta was also a member of the Squad One unit of the Detective Bureau handling serious part 1 offenses along with his accident reconstruction role.
During his time as an accident Reconstructionist with the Warren Police he became certified in the use of the Bosch Crash Data Retrieval Tool for its use in accident investigation.
In 2009, Mr. Ricotta retired from the Warren Police Department and was hired by Herndon & Associates in Livonia, Michigan. Herndon and Associates provides private investigation services providing forensic analysis services in the private sector. Mr. Ricotta is responsible for performing accident reconstruction analysis and investigative services in liability litigation, Insurance fraud and auto theft. As a result of advancing technologies in motor vehicles and application of those technologies to investigations in general, Mr. Ricotta obtained his certifications in Vehicle System Forensics acquisition and analysis.
Mr. Ricotta holds a bachelor’s degree in criminal justice from Wayne State University in Detroit and an Associates of Applied Science Degree in Crime Lab Technology from Macomb Community College. During his 42-year career in both criminal and private investigations, Mr. Ricotta has testified as an expert in accident reconstruction and infotainment systems in courts in Michigan and Illinois.

Nick Lootens

Nicholas (Nick) Lootens has more than fourteen years of experience in law enforcement, five as a patrol officer and eight as an investigator and intelligence analyst. Nick served on the Major Case Team and Intelligence and Technical Investigation Unit of the Grand Rapids Police Department, specializing in violent crime investigations. Prior to joining the Grand Rapids Police Department, Nick served as a Special Investigator with the Office of the Inspector General, an Intelligence Manager for the Department of Defense, and as an Intelligence Non-Commissioned Officer for the United States Army.

George Baker

George Baker serves as GM’s primary interface to the international vehicle crime investigation community. He leads GM’s Global Vehicle Security Team, working with GM’s technical experts to ensure GM understands and counters current and emerging vehicle crime methods to provide optimal vehicle security to GM product owners.

George has held a variety of positions at General Motors since 1995, including locomotive program manager in Mexico and Russia, sales/marketing/aftersales director in Moscow, director of GM Military Trucks, and OnStar’s primary liaison to law enforcement. He holds an engineering degree from West Point, a master’s degree in Russian area studies from Harvard University and is a retired US Army liaison officer. He and his wife, Shannon, reside in Michigan and are proud parents of three young adult sons – Hal, Pearce, and Jack.

Educated at Saint Mary's University of Minnesota with a Master's Degree in Public Safety Administration and holding a Bachelor of Science in Law Enforcement from Metropolitan State University, Charlie combines academic rigor with practical expertise. Residing in the picturesque river village of Marine on Saint Croix with his wife, Betsy, and their four children, Charlie remains deeply engaged in community service, serving as a respected member of the city council alongside his professional commitments.

Jason Bier

Jason Bier, CEO of Treuth since 2019, is a seasoned expert at the intersection of technology, privacy, and law enforcement alerting. With over 15 years of experience in internet privacy, advertising technology, and law enforcement alert systems, Jason has been instrumental in deploying technology to support free content funding through internet advertising globally.
His pioneering work in leveraging cloud computing, artificial intelligence, and machine learning dates back to 2010, where he spearheaded the dissemination of emergency alerts for law enforcement agencies. Notably, Jason's contributions have been recognized with prestigious awards, including two Webby awards, two Shorty Social Good awards, and a Humanitarian award from the International Centre for Missing and Exploited Children (ICMEC). Additionally, his innovations in public alerting, through the nonprofit he founded called the Federation for Internet Alerts (FIA), have garnered international acclaim, earning him five shortlist nominations at the Cannes Festival of Creativity in Nice, France.
Under Jason's leadership, FIA has evolved into the world's largest global alert system for missing children, operating across thirty countries, and serving as a secondary distributor of AMBER Alerts in the United States. The system, which operates autonomously without human intervention, has facilitated the safe recovery of over 5,000 children, boasting an impressive 52% recovery rate.
Jason holds a Juris Doctor from the Elizabeth Haub School of Law at Pace University and a Bachelor of Science from the Kelley School of Business at Indiana University, underpinning his multidisciplinary approach to tackling complex challenges at the nexus of technology and law enforcement. He currently resides in Hinsdale, Illinois, with his wife, Laura, and two teenage daughters.

Ryan Kapaun

Ryan Kapaun has been a crime analyst with the Eden Prairie Police Department since 2007. Prior to that, he worked for five years as an intelligence analyst with the State of Minnesota, assigned to the Division of Homeland Security and Emergency Management, Bureau of Criminal Apprehension and the Minnesota Joint Analysis Center/Minnesota Fusion Center.
Ryan is a past president of the Minnesota Association of Criminal Intelligence Analysts. In 2010 and 2016, he was named the Minnesota Crime Analyst of the Year by the Minnesota Association of Criminal Intelligence Analysts. In 2015, he was named Tri-County Investigators Association Crime Analyst of the Year. He has received awards from the Minnesota Chiefs of Police Association, the ATF and the U.S. Attorney’s Office (Minnesota and Eastern District of Virginia). He has participated on several Big Data panels and has presented at dozens of law enforcement and analyst conferences and organizations about the use of social media for investigations.
Ryan graduated from the University of Minnesota Duluth with a bachelor’s degree in communication.

Ryan Saunders

Ryan Saunders is a Staff Loss Prevention Analyst at Tesla in Austin, Texas. He has over seven years of experience as a corporate investigator and is a Certified Fraud Examiner. Ryan’s primary focus is on preventing fraudulent purchases and identity theft. Before joining Tesla, he worked as a Correctional Deputy with the Santa Clara County Sheriff’s Office, serving in roles such as gang investigator and classification. Ryan graduated from Enterprise State College, where he studied Criminal Justice, and Mira Coastal College, SECFOR International Executive Protection.

Andy DeRungs

Special Agent Andy DeRungs is a 24-year veteran of law enforcement. He was with the Minnesota State Patrol where he worked patrol in the Twin Cities Metro area, was an instructor in multiple disciples, worked in Legislative, Judicial and Executive Protection, was a SWAT member for 15 years, and was a member of the State Patrol Vehicle Crimes Unit. He has worked on many investigations involving stolen vehicles that have been counterfeited and/or cloned. He has also worked on many investigations related to title fraud, sales tax fraud, odometer fraud and various types of auto and dealer law violations. Andy retired from the State Patrol and joined the Minnesota Commerce Fraud Bureau as a Special Agent in 2023. He continues to work on auto related investigations in addition to other financial and insurance related crimes.

Reg Phillips

Reg has over 30 years of experience working with applied technology and innovative ideas to prevent/investigate vehicle theft and related crimes. He has demonstrated the highest dedication and commitment to working behind the scenes with international governmental and law enforcement agencies, utilizing his unique expertise to support their objectives.
Reg has a robust international reputation for team building and facilitating communication flow. His longevity and experience in crime prevention and road safety solutions have been evidenced by his active engagement in many private/public partnerships.
